The supply of nurses depends on the decisions of individuals to undertake training and to work in the profession once training is completed, as well as the public policies that determine the training and the professional opportunities for nurses (Dewar, 2017). In the state of Missouri, the current number of active nursing licenses is estimated to be around 140,049. According to the National Council of State Boards of Nursing (NCSBN), Missouri is one of 32 states with over 75,000 active RN/PN licenses (NCSBN, 2021). While the shortage of licensed nurses is a well-established problem globally, the nursing workforce data shows that in Missouri, shortages exist in only certain areas of the state. The rural counties are the ones that are mostly affected because most of the state’s nurses work in the metropolitan counties. The main aspect of concern for the future of Missouri’s RN workforce is that over one-third (33.9 percent or 31,731) are age 55 and older and may be retired or thinking about retiring in the near future.

As a result, the Board of Nursing has been working to address these shortages by supporting innovative teaching models. The Board has established a nursing education incentive program, approved apprenticeship models of nursing education, and approved nursing program expansions to boost both the number and quality of nurses entering the profession. In addition, they have placed a strong emphasis on collaboration with the military by working to incorporate and recognize education, training, and/or service received and completed into the qualifications to apply for licensure as a practical nurse (DCI, 2021).
