This Module’s readings and other resources focused on the ideology behind terrorist movements.  For this Module’s discussion post compare the ideology behind the Salafi Jihad movement and at least one other ideology discussed in the text.  Your post should address: How do these ideologies serve as a backbone for the terrorist movement? What are the historical developments of these ideologies? What role does ideology play in goals, tactics and target selection? What is it about these ideologies that cause groups or individuals to gravitate towards them and become devote followers? You should include at least one outside scholarly source on the ideology that you select to compare to the Salafi jihad movement.

Assignment Description

You are an action officer in your local jurisdiction’s Office(Dallas Fort Worth) of the Homeland Security. This is a recently-created office. As a medium-size jurisdiction, the city manager’s office has dual responsibilities with many of the leadership and management positions. This is often referred to as being dual-hatted. The Chief of Police has been assigned as the Director of the Office of Homeland Security for the city. She has no prior experience or knowledge of the requirements involved in Critical Infrastructure (CI) protection and has asked you to provide a formal report on the topic. The Chief intends to share this report with other Office managers, City department heads, the city manager, and the elected officials of the City (mayor and city council).

Your report is an information paper and should be formatted as such. The report should address the following items:

• Define critical      infrastructure protection (CIP).
• Explain the importance of CIP.
• Identify the federal laws (acts of      Congress), national level policies (Homeland Security Presidential Directives      and Presidential Policy Directives), Code of Federal Regulations (CFR),      and national doctrinal publications that govern CI operations at the      federal level of government.
• Review and compare the National      Infrastructure Protection Plan (NIPP) to PPD 21 and Executive Order 13636.
• Briefly describe and define the 16      CI sectors and identify the Sector-Specific Agency (SSA) for each sector.
• Summarize your top 3 key      points.
• Provide any recommendations that you      may have to your city’s leadership concerning CI.

You all can choose one of the cases listed below to read and analyze.

Prior to beginning work on this discussion, read Chapter 8: Psychology of Homicide in your textbook.

Your initial post should be at least 300 words in length. Please elaborate on the following as you complete your discussion. Support your claims with examples from the required materials and/or other scholarly sources, and properly cite any references:

• In your textbook, there are four different types of homicide offenders: domestic-violence homicide offenders, felony homicide offenders, accident homicide offenders, and altercation-precipitated homicide offenders. Based on your client’s case, which type, if any, describes your client’s homicide offender type? Elaborate on the homicide-offender type characteristics and the fact of the case that make you believe your client falls under that type.
• If your client does not fall under any of the four types, elaborate on why you arrived at this conclusion.
• Now focus on the six psychosocial (demographic) factors related to homicide discussed in the chapter. Which of these are relevant to your client? Why do you say so? Which of these are not relevant? Why do you say so? Be sure to elaborate and include details from your client’s life to support your assertions.
• What does the research say about these psychosocial variables and homicide offenders? That is, what are some common themes that arise in the research about the life experiences of homicide offenders?

Components of good critical reflections include (1) linking past, present, and future experience; (2) integrating cognitive and emotional experience; (3) considering the material from multiple perspectives; (4) reframing; (5) stating the lessons learned; and (6) planning for future learning or behavior (Aronson, 2011). Consider the following questions as a guideline:
• What did I learn?
• What does the reading mean for me in the context of other learning that I have done in this class or other classes?
• What am I going to do about (or with) what I have learned?

1. Select a critical infrastructure asset and suggest five ways to protect that asset. At least two suggestions should fall under the heading of critical infrastructure protection and two suggestions should fall under the heading of critical infrastructure assurance.
2. The Southeastern United States is prone to hurricanes during certain times of the year. How might public-private partnerships assist this region and its citizens to prepare for and deal with a hurricane disaster?
3. You work for a manufacturing company. The president of your company has heard about cloud computing and concealed conduits, but she does not understand what they are all about. Explain, in a memo, what these are and how they would help the company. Include any relevant potential risks. Remember to use language that she, as a non-technical but intelligent person, will be able to understand.
4. Research a recent disaster or catastrophe in the news. Detail how at least three guidelines—under one or more of the awareness, performance, planning or management guideline sets—were followed or violated.
5. Prepare the outline of a training plan whereby you would train firemen to be aware of hazardous materials when they are the first responders to a potential HAZMAT situation.
